The point of this is to make it so that teams from all countries have something they could win, rather than having the Europa Cup as a 2nd chance competition for knocked out teams from the top leagues.
In year 1, year 6 and year 11 the top 4 countries for clubs football each send 8 teams to play in the Champions League, while the top 1-3 teams from all other countries play in the Europa Cup.
In yr1 Eng, Spa, Ger, and Ita play in the CL; all others in the EC.
Then in yr2 & yr7 the top 6 countries play in the CL (= the 4 + country of origin of EC winner + overall most successful other country in the EC that yr) and all others in the EC.
In yr3 & 8, teams from the top 8 leagues play in CL; all others in EC.
in yr4 & 9, top 10 leagues play in CL
in yr 5 & 10, top 12 leagues play in CL
